Saskatchewan Angling Habitat Fee Sparks Confusion Ahead of 2026/27 Season

Saskatchewan Angling Licences came up for renewal this morning, and there has been some confusion over the recently announce Angling Habitat Certificate which is set to fund fish stocking and habitat projects.

My licence auto-renewed this morning, but it was only for the licence itself and there was no mention of the Angling Habitat Certificate anywhere on the HAL portal that I could find. From posts I saw on Facebook, people who manually went to renew their licence also didn't have the certificate appear anywhere.

Official Clarification

The Saskatchewan Environment Facebook page recently clarified the situation:

In reply to comments they said:

"Thanks for pointing that out. The fee will be automatically added to your licence starting on May 5. If you purchase your licence before May 5, you are exempt from the fee for this year."

This means that while the fee is required for the 2026-27 season, there is a grace period for anglers who purchase their licence before the season officially begins. They also linked to this page on the provincial website that mentions that the Habitat Certificate will not apply to 2026-27 auto renewals.

It also sounds like they will be tracking if you already have a Hunting Habitat Certificate and making sure you are not also billed for a Angling Habitat Certificate.

What Anglers Need to Know

Purchasing a licence before May 5, 2026

  • You do not need the habitat certificate
  • The fee will not be applied

Purchasing a licence on or after May 5, 2026

  • The fee will be automatically added at checkout
  • The certificate will be mandatory

Why the Confusion

The confusion comes from the timing of the licence system:

  • The system does not yet enforce the habitat fee when renewing/purchasing your licence online
  • Many anglers expected to see the fee applied immediately when purchasing licences online

What Anglers Should Do

If you are going to require an Angling Habitat Certificate I'd highly recommend getting your licence before May 5th and save $20 this year.

This is all a bit confusing, so I recommend keeping track of all your receipts along with your licence this year.
