Cowan Lake Dam Replacement beginning Summer 2026
The Water Security Agency (WSA) will begin construction on the Cowan Lake Dam Replacement Project in summer 2026. The project will see the removal of the existing dam and the construction of a new, modern structure just upstream of the current facility.
The new dam will consist of earth embankments and a four-bay concrete structure equipped with radial gates. Construction is expected to take approximately two years, with the new dam targeted to be operational before the 2028 spring runoff.
Recreation on Cowan Lake will not be impacted during construction, though the dam recreation site itself will be temporarily closed (see details below).
Project Overview
WSA is moving forward with the replacement to enhance long-term safety, reliability, and water management in the region. The new structure will include:
- Earth embankments
- A four-bay concrete radial-gate control structure
- A small outlet to support and augment the natural-style fishway
- Improved safety features, including floating barriers, fencing, and updated signage
Importantly, lake operations will remain the same. Water levels and outflows will continue to be managed under existing operating rules. Construction is scheduled to begin in summer 2026 and be completed ahead of the 2028 spring runoff.
Recreational Site Closure
While lake recreation will continue as normal, the Cowan Lake Dam recreation site will be closed during construction to ensure public safety.
The closure will run from summer 2026 through spring 2028 and includes:
- The boat launch
- The immediate dam recreation area
Signage will be posted at the entrance, boat launch, and near work areas to notify visitors of the closure.
Managing Lake Levels During Construction
To maintain stable lake levels, the project will utilize:
- An engineered earthen cofferdam
- A gated bypass channel These measures will keep Cowan Lake at its current Full Supply Level (FSL) throughout construction and help minimize disruption.
Public Engagement & Comments
WSA hosted a public information session on February 6, 2026, to provide updates on construction plans, operational details, and potential impacts for residents and stakeholders.
