Pleasure Craft Operator Card (PCOC) – Canada’s Boating Licence

A Pleasure Craft Operator Card (PCOC) is commonly called a boating licence. It is a government-recognized card that proves a person has passed a boating safety course and is legally qualified to operate a pleasure craft in Canada.

If you operate a motorized boat, jet ski, or personal watercraft, you are legally required to carry a valid PCOC.

Unlike a Pleasure Craft Licence (PCL), which identifies the boat, a PCOC applies to the person operating the boat.

What is a Pleasure Craft Operator Card?

A Pleasure Craft Operator Card is proof that you have completed a Transport Canada-approved boating safety course and passed the required exam.

The card shows that you understand:

  • boating rules and navigation
  • safety equipment requirements
  • emergency procedures
  • responsible operation

You must carry your PCOC whenever you are operating a pleasure craft and present it if requested by enforcement officers.

Note: A paper or electronic copy of a PCOC is NOT acceptable.

Who needs a PCOC in Canada?

In Canada, anyone operating a motorized pleasure craft must have a valid PCOC.

  • Fishing boats
  • Pontoon boats
  • Speed boats
  • Jet skis / Sea-Doos
  • Cabin cruisers
  • Sailboats with motors

There is no minimum engine size. If the boat has a motor and is being used for recreation, the operator needs a PCOC.

Saskatchewan note

In Saskatchewan, conservation officers and RCMP regularly check boaters during the open-water. If you are operating a motorized fishing boat or leisure craft, you are legally required to carry your PCOC.

Minimum age requirements

Transport Canada sets national age rules for operating pleasure craft across Canada and here in Saskatchewan.

  • Under 12 years old: May only operate motorboats up to 10hp/7.5 kW unless under direct supervision. May not operate a personal watercraft (PWC).
  • Ages 12-15: May only operate motorboats up to 40hp/30 kW unless under direct supervision. May not operate a personal watercraft (PWC).
  • 16 years and older: May operate any pleasure craft.

"Direct supervision" means someone 16 years or older is directly supervising the operator in the boat.

How to get a Pleasure Craft Operator Card

You obtain a PCOC by completing a Transport Canada-approved boating safety course and passing a final exam.

  1. Register for an approved boating course
  2. Study boating safety topics
  3. Take the final exam
  4. Receive a temporary card immediately
  5. Receive your permanent card by mail

How much does a PCOC cost?

The cost depends on the course provider. Most approved online courses typically range from $40 to $70.

Once issued, the card is generally valid for life, making it a one-time requirement.

Does a PCOC expire?

In most cases, a Pleasure Craft Operator Card does not expire and does not need to be renewed.

If your card is lost or damaged, you can apply for a replacement through your course provider or Transport Canada.

What happens if I don't have a PCOC?

Operating a motorized pleasure craft without a valid PCOC can result in:

  • fines (commonly starting around $250)
  • being ordered off the water
  • possible insurance complications after an incident

Is a PCOC the same as a boating licence?
Yes. In Canada, a PCOC is what people usually mean when they say "boating licence."

Do I need a PCOC if I rent a boat?
You need a **Proof of Competency**. Some rental companies will allow you to complete a checklist/test when you rent the boat that is also accepted. It is easier and wastes less time on the water to get your PCOC before hand.

Do visitors to Canada need one?
Yes. Non-residents operating pleasure craft in Canada must meet Canadian operator competency requirements.

What if I lost my card?

Final reminder

I know a lot of boaters in Saskatchewan don't like having to get this, and have never had anyone ask for their PCOC. It is a legal requirement though, and I'm hearing more and more stories of people actually being asked for their cards. It's not that hard to get, so I highly recommend just getting it and making sure you have it with you.
