Finding Perch in the winter is hard. You need to be looking in the correct structure and depth. The morning bite and afternoon bite may vary! Perch like shallow in the mornings while chasing baitfish. Later they go out to the deeper basin of the lake for the rest of the day. Jigging is very important so you do not scare them off. Its a good idea to have a calling bait to call them in then use the 2nd rod with live bait to land them top side!
